Option (d) though being in the context of the given stanza, but it is not able give the reason of the line prior to the blank, that why any fiscal stimulus won’t be able to compensate fully? So, option (d) can be omitted. Only option (c) is giving the reason that most of the governments are already in debt that’s why only fiscal stimulus will not be able to work against any recession and thus there must be a perfect monetary policy. Hence option (c) is the correct answer choice.
