Those states where the vacancies are higher usually have lower cut-off than the states where the vacancies are less in number. Another deciding factor of Cut-off is the level of exam. If the level of exam is easy, the cut off will be high as the number of attempts increases and if the level of exam is difficult, the cut off will decrease as the number of attempts decreases. Third factor is Normalisation, there are times when students attempt less number of questions but still score more marks and there are times when students score less marks though they have attempted more number of questions.
