• The National Deep Tech Startup Policy (NDTSP) Consortium has unveiled the Draft National Deep Tech Startup Policy for public consultation, seeking to meet the demands and strengthen the Indian deep tech startup ecosystem.
• This policy complements and adds value to the existing Startup India policies, programmes, and initiatives by fostering a conducive ecosystem for deep tech startups to thrive and address their unique and complex challenges.

2.Centre forms Expert Panel to revise anti-discrimination Guidelines on Campuses

• The Union Education Ministry on 2^nd August constituted an Expert Panel to revise anti-discrimination guidelines with respect to the Scheduled caste, ST, OBC, person with disabilities and other minorities in higher educational institution.
• The primary objective of the expert panel is to undertake a comprehensive review of existing anti-discriminatory policies and practices on campuses, identifying gaps and shortcomings and propose improvements.
• By revising anti-discrimination guidelines, the government seeks to address these challenges and ensure that colleges and universities uphold principles of fairness, respect and understanding.

3.Beijing Faces Historic Flooding as China Witnesses Highest Rainfall in 140 Years

• China’s capital, Beijing, experienced a historic deluge, recording a staggering 744.8 millimeters of rainfall over the course of five days. This torrential downpour, the highest in 140 years, was triggered by the remnants of Typhoon Doksuri, leaving streets submerged and residents stranded.
• The disaster has resulted in tragic fatalities, with at least 21 people losing their lives and 26 others still reported missing. Beijing and the surrounding province of Hebei faced severe flooding, causing extensive damage to infrastructure and posing a significant challenge to rescue operations.

4.Assam CM Himanta Biswa Sarma launches ‘Amrit Brikshya Andolan’ app

• The Assam government has taken a significant step towards enhancing its forest cover and combating climate change by announcing a massive initiative called ‘Amrit Brikshya Andolan‘.
• This ambitious project aims to plant 1 crore saplings in a single day in September, marking a crucial milestone in the state’s efforts to boost its green economy and contribute to the fight against global warming.
• The primary objective of this large-scale initiative is to significantly increase Assam’s forest cover and encourage collective action in the face of climate change.

5.Patna High Court ordered to resume Caste Based Survey in Bihar

• The Patna High Court ordered to resume the caste based survey in Bihar, which was first started by Patna DM Chandrashekhar himself in Ward 10, Phulwarisharif, Patna.
• The Caste based survey has resumed in entire Bihar, following the order of the Patna High Court. This survey was first started by Patna District Magistrate Chandrashekhar in Ward 10, Phulwarisharif, Patna. There are 13 lakh 69 thousand families in Patna in which 9 lakh 35 thousand people have been surveyed and the survey of the remaining families will be done within a week.

6.Tamil Nadu celebrates Cultural Festival Aadi Perukku

• The Tamil Cultural community celebrates Aadi Perukku, also known as Pathinettam Perukku, as an auspicious festival to honor the monsoon season and the fertility of the soil. Aadi Perukku is celebrated on August 3rd, coinciding with the 18th day of the Tamil month of Aadi.
• Traditionally observed in late July or early August, this festivity centers around expressing gratitude to water bodies, as the entire month of Aadi is considered to herald the onset of the monsoon season.

7.Odisha widens ambit of Social Security Scheme

• Odisha Government expanded the coverage of Social Security Scheme to 50 more categories of unorganised workers which include delivery boys, boatmen and photographers, the scheme aims to provide financial assistance in case of accidental or natural death.
• The Odisha Government on 2^nd August expanded the Social Security Scheme to cover 50 more categories of workers under the purview of Odisha Unorganised Worker’s Social Security Board (OUWSSB).

8.UPI transactions grow 44% to ₹15-lakh crore in July

• The Unified Payments Interface (UPI) network witnessed remarkable growth in July 2023, setting new records in both transaction volume and value.
• After a minor dip in June, UPI transactions surged by 44% year-on-year (YoY) and reached a staggering ₹15.34 lakh crore.
• The number of transactions also hit a new high of 996 crore, a significant increase of 58% compared to July 2022. Market participants predict that UPI transactions will continue to grow, possibly crossing the 1,000-crore mark in the current quarter.

9.GST Council sticks to its plan to collect 28% tax on online gaming

• The 51st meeting of the Goods and Services Tax (GST) Council has decided to impose a 28% tax on the full face value of bets placed on online gaming, which will be implemented from 1st October.
• The decision aims to provide clarity on the taxation of supplies in casinos, horse racing, and online gaming.
• The GST Council recommended that the valuation of supply for online gaming and actionable claims in casinos should be based on the amount paid or payable to the supplier by the player, excluding the amount entered into games/bets from previous winnings.

10.Govt debt stands at ₹155.6 Lakh Crore in March 2023

• In March 2023, the Indian government’s debt stood at ₹155.6 lakh crore, accounting for 57.1% of the country’s GDP. This represents a reduction from 61.5% of GDP in 2020-21, indicating efforts to manage debt levels
• To tackle this,  government has  implemented various schemes to promote capital expenditure, economic growth, and welfare at both macro and micro levels.
• Additionally, a roadmap has been set in place to achieve the ambitious goal of making India a $5 trillion economy, involving digital economy promotion, technology-enabled development, energy transition, and more.

11.Indian Railways & IIT-Madras ink MoU for 5G testbed

• The Ministry of Railways and the Indian Institute of Technology Madras (IIT Madras) signed a memorandum of understanding ((MoU) to establish the India 5G testbed at the Indian Railway Institute of Signal Engineering and Telecommunications (IRISET) in Secunderabad
• The MoU between IRISET and IIT-Madras aims to accelerate the indigenisation efforts of Indian Railways in the field of communications and create a testing facility for Indian Railways.
• The Indian Railways aims to leverage the potential of 5G technology to enhance its operational efficiency, passenger experience and overall safety.

12.Why is PM YASASVI Scheme in news?

• The NTA has started the registration procedure of the applicants for the scholarship programme on the NTA’s website by 10^th August 2023 under the YASASVI Scheme. The National Testing Agency (NTA) has started the application procedure for the scholarship entrance examination 2023 launched under the scheme of PM Young Achievers Scholarship Award Scheme for Vibrant India (YASASVI).
• The NTA invited applications through its official website, yet.nta.an.in from July 11^th, 2023 to August 10^th, 2023. The government has planned to offer 15,000 scholarships ranging from Rs.75,000 to Rs.1,25,000 per year to class 9-12 meritorious students through the PM YASASVI Scholarship test.

13.Education Ministry Selects Oracle Cloud Infrastructure to modernise edtech platform DIKSHA

• The ministry of education has selected Oracle Cloud Infrastructure to modernise the national education technology platform Digital Infrastructure for Knowledge Sharing (DIKSHA), the company. The migration will help make DIKSHA more accessible and lower its IT costs.
• Under the seven-year collaboration pact, OCI will help the ministry use DIKSHA to provide educational resources to millions of additional students, teachers and collaborators across the country.

15.One more Cheetah dies at Kuno National Park, taking toll to nine

• A female cheetah named Dhatri (Tbilisi) has recently passed away at Kuno National Park in Madhya Pradesh. This brings the total number of deaths to nine, including six adult cheetahs relocated from Namibia and South Africa, along with three cubs born in India, all since March this year.
• Under the ambitious Project Cheetah, Kuno National Park is dedicated to reintroducing the cheetah species to the region. To achieve this goal, a total of 20 cheetahs were brought in from Namibia and South Africa in two distinct batches.
• Currently, there are 14 cheetahs residing in Kuno National Park, consisting of seven males, six females, and a female cub.
